"A founding member of the Council was in a...dissapointing situation on his
homeworld as a result of his decisions on the Council. It was determined
that visiting him to confirm his physical safety was appropriate. He ended
up returning with us for a much-needed vacation."

Marconis looked at Watson with a confused expression on his face.

"While I am sure that I don't understand all of the details of the situation, 
Ambassador, but based on what you've told me it seems that the Council was 
interferring in an internal matter.  Surely, that member knew the risks of 
speaking in a way that their own government would consider out of turn."

The Emissary was studying Watson carefully.  He wanted to see what kind of 
reaction he would get.
