Bedru told Lasiter about Watson's announcement regarding his illness, though 
she did not mention the circumstances that led to the revelation. She also told 
him about the ambassador's request that Bedru sit in at Council meetings and 
.vote in his stead when necessary.

"Sir, I would like to accept this proposal until Ambassador Watson feels he is 
able to resume his full responsibility. However, I recognize this needs to be 
discussed with you first."

Lassiter's face soured. He did not like, nor did he trust Watson. This proposal 
bothered him greatly.

"What is his angle? He always seems to have an angle..."
 
"I understand your concerns," Bedru replied. "We had an extended conversation 
because of mine. If he has an angle, it is well concealed. I can't see any 
advantage to him. Both the Federation Council and the Diplomatic Council will 
note the shift in responsibilities, which would be impossible to disguise. This 
could hardly strengthen his position.
 
On the other hand, I got the clear impression that he is looking for assistance 
in maintaining the Federation's--and his--role with the Diplomatic Council at 
its present level. I was the logical choice since I'm already 'ln the loop,' as 
it were."
 
"Admiral Bedru I have to admit that I am not comfortable with this.  I do not 
trust Watson as far as I can throw him.  I can't help but wonder what the hell 
he is up to.  But....  With the understanding that this is a short term 
assignment.  We will re-evalutate this in 6 months."
