Yes, they are interdependent wrt versioning, multiarch resolutions and cdn support. If you use yum-rhn-plugin < 0.5.3-30 with latest version of rhn-client tools it will break the multiarch support. If you use latest yum-rhn-plugin with older rhn-client-tools it will break cdn and versioning thats being sent across. I prefer not to make any changes now as RHEL-5.4 is devel frozen.

That specific "Requires:" was put there in commit 
e80c11ae050937f7db0893b241724c6177873c57, which merged code from our old svn.
But, when I check our old svn, it does not seem to be present in latest 
trunk/eng/client/rhel/rhn-client-tools/rhn-client-tools.spec file?
Do we really need this Requires then? Can I remove?
