Because XLIFF support does not work.
tl;dr version:
Once upon a time,
Transifex did not support XLIFF for translations. But we use XLIFF for
java part and we use Transifex for other parts of Spacewalk (but there
is used .po format).
So I spent few days and wrote initial support for XLIFF, but was unable
to test it.
But Transifex guys accepted it and started working on that and at one
point transifex.com got support for XLIFF.
So at that point it was my first moment when I was actually able to test
it and import our files. And I find that is mostly works. Mostly.
The XLIFF standard is quite comprehensive and we use quite a lot of its
features.
So I reported those parts which does not work to Transifex. Some of them
were addressed, but some of them are still pending (AFAIK).
So once Transifex will support full XLIFF standard we may enable this
resource in Transifex.
In fact last problem I recall was:

which they claimed to fix, but was not fixed (or not completly).
But that was one year ago.
It may be worth if somebody will try it again.
