I would really like to solve this for all resource assets. The packaging
part is easy. If we move them out, we need to answer too many questions:

- Do we package the minified version, full, both?
- Do we take upstream minification? do we minify as part of the build
(welcome grunt and the full javascript toolchain yeah!)
- How do we handle versioning?
- How do we handle the Apache configuration? How many webservers do we
support?

Until all of that is clear, worrying about Javascripts in
web/html/javascript is shooting ourselves on the foot. They were already
there since ages (spacewalk-search even has .jars).
