thanks, for the manual rhnregister case, thats sounds reasonable
but within a kickstart profile I don't have a possibility to change the order 
of my activation keys

any ideas for that?

I use similar setup, when you register your system (whit rhnreg_ks for 
example), you must specify your keys from the most specific to the most general

eg:

rhnreg_ks --serverUrl=http://spacewalk.example.com/XMLRPC --force 
--activationkey=[databases-servers-key],[production-site-key],[distribution-key]
