That sounds like it might be SeLinux problem on the host its checking.
Check the audit log on the target host to see if it blocked the check

Your intuition of older packages causing an issue is probably correct. I will try with newer packages. Thanks for your help.

Sorry, I do not see any interesting difference besides
hostname/filesize/timestamp on the two outputs you have posted
which would demonstrate your issue. What is the actual problem
you do see and how did you got to that state? Could you compare
`stat /your/file`? Could you try with newest rhncfg* packages
and newest SW?
