I disabled selinux just to be sure and it still failed. I upgraded my server to 1.8 and the working client from rhncfg-client-5.10.27-1.fc15 to rhncfg-client-5.10.36-1.fc16 and now it does not work. So I believe the issue is with the 5.10.36 client.
