If this is a new install, I had an issue where the jabberd database was never populated on install. I had to manually import the SQL into the database, then it started working. Check the /var/log/messages log on the server immediately after restsrted osa-dispatcher and jabberd. If you see errors about missing tables, that's your problem.

Try to stop osad on the client, remove /etc/sysconfig/rhn/osad-auth and start it again. Check in SW GUI that the osad status is "online" and try to ping it from there. Then try the installation again.
