By convention, rule names are be all uppercase and have a length of
no more than
22 characters.
It should mention all the legal characters that can be in a rule name, not just
'uppercase'.
actually --lint should catch them too, as that is part of traditional lint
roles.
Also the legal character set for version_tag string needs to be mentioned.
