I agree that if someone is using a shared server and they have access to a local
mirror of an RBL and the local server is not configured to use the local mirror
transparently when an ordinary DNS query is made, then the user of SpamAssassin
will not get the benefit of reduced load on the network and better response
times that a local RBL mirror is supposed to provide.

However, it would be extremely unusual for the administrator of the shared
server to provide a local RBL mirror and not configure their system so that
people could use it properly. It would be even more unusual for the local RBL
mirror to be accessible to ordinary users via queries to a non-default local DNS
server. If they did that, it is poor configuration of the system. The user
should complain to their system's administrator, not expect SpamAssassin to
provide a workaround that only has a purpose in a rare and incorrect system
configuration.
