That's an interesting point.  It may be better to specifically ignore certain 
"extensions" like .jpg, .gif, etc., assuming that they are relatively uncommon
as (broken) TLDs.   An exception list of examples that have been observed may be
easier to maintain in the long run.  Such a list may turn out to be shorter than
a list of valid TLDs, for example. 

In the highly unlikely event that an exception on the list got turned into a TLD
at some point in the future, that short list would simply be shortened by
removing it as an exception, thereby treating it as a TLD.
