It may be better to specifically ignore certain "extensions" like .jpg, .gif, etc., assuming that they are relatively uncommon as (broken) TLDs. An exception list of examples that have been observed may be easier to maintain in the long run. Such a list may turn out to be shorter than a list of valid TLDs, for example.
