try to avoid repeating -Wall
This is the best we can do; if something else adds -Wall again, then there's
not much we can do.
If there's a better way to modify CFLAGS, I haven't heard of it. I think we
need more than a vague recollection. ;-)
I'm -1 right now on 2184. It doesn't seem like there's any bug it's fixing.
