Got some new variants on the "justified text" ratware. By going to 66 chars,
they have slipped through the rule. So I've fixed it up a bit. Please test
and let me know, etc.

describe JUSTIFIED_TEXT Body uses 60-75 char wide, justified text
score JUSTIFIED_TEXT 3.0
(The original 74-char ratware is still active and blocked, 7000+ messages
caught since I wrote it.)
