This and similar ideas create problems for the scoring system and make it 
less transparent than it already is. If you think you can live without 
RBLs for most messages than just do that: switch it off (as we have done, 
yes, you don't need it, but we run it at MTA level, so SA needs to process 
only the remaining 20%, that's much more effective than anything you can 
do in SA).
