Because - assuming that header was added by your system - you've got
lots of obsolete rules, presumably from an old installation that you
didn't fully replace. None of those negative-scoring rules
(IN_REP_TO|QUOTED_EMAIL_TEXT|REFERENCES|SIGNATURE_SHORT_DENSE)
are in "the latest SA's", they were removed some time around 2.52
because of their potential for abuse by spammers.
'locate *.cf' should help you find any old rules files in old
directories.
