Heh, my guess is you answered your own question. Have you EVER gotten a legitimate email with canspam mentioned that was not in fact spam? I would weight it no more than 1.0 so that subscriptions to your bank, airline, yada yada, mailing lists would not arbitrarily get flagged spam by virtue of this alone.
