Sounds interesting to me. If you are planning on writing one that enforces the RFCs then I take it none of the MSGID_FROM_MTA_* rules would be in there, correct?
If you want strict BOFH, use courier-mta and set the BOFH filter to reject (or encapsulate as an attachment) email which fails to be RFC compliant.
