As it turns out, the SquirrelMail/1.4.2 web interface adds
an X-Priority to an email without the X-Mailer tag

I can hack my copy, but there are a bunch of folks using
this software.

*  1.2 PRIORITY_NO_NAME Message has priority setting, but no X-Mailer

example:
User-Agent: SquirrelMail/1.4.2
MIME-Version: 1.0
Content-Type: text/plain;charset=iso-8859-1
Content-Transfer-Encoding: 8bit
X-Priority: 3
