If you have a setting in your /etc/procmailrc file

:0fw
* < 256000
| /usr/bin/spamassassin

This global setting will send all user e-mails delivered by
procmail to SpamAssassin applying all of its local.cf rules
to all users.

If you want to create a user procmail specific rule you can 
add it in /home/user/.procmailrc file.

I'm a little confused on one point and hope people can help.

I use Fetchmail to retrieve mail from a number of POP3 servers. As I 
understand it, this passes off the messages to Procmail to deliver them to 
individual users on the system. Now, Fetchmail is run as a user, 'steve', 
(not as root). Does this mean I only need to set up SA recipes in steve's 
.procmailrc file in order to pass all the messages through SA, or do I need 
to do this for all users to whom the mail is being delivered?
