Odd.  Are you able to retrieve that URL from a regular web browser on a
different machine?  From the same machine (using lynx for instance)? 
Can you reach http://sandgnat.com/ ?  Is that machine behind a firewall
that blocks port 80?  Do you need to use configure an HTTP proxy?

I just checked and my web server seems to be responding to requests
normally.
