No, it's not normal. SA has code specificaly to avoid tagging properly relayed mail.
May I ask if YOUR mailserver has a reserved IP (ie: 10.*.*.*, 192.168.*.*, etc)?
If it does, you will trigger a bug in SA's trust path code. The bug causes SA to assume that the outside ISP's mailserver is actually a part of your network when it is not.
Fix it by forcing trusted_networks to contain ONLY your server's IP address.
