I should clarify that probably means you want to keep both
BigEvil.cf and ws.surbl.org in the long term, but that
be.surbl.org may not be too useful in the future since the
static domains from it will go into ws instead, and BigEvil.cf
will have wildcarded domains that can't go into a SURBL.

So if you were using sa-blacklist and BigEvil before:

1.  Change to ws.surbl.org
2.  Continue using BigEvil.cf
