This reminds me of something my dad pointed out to me when I was a kid. He pointed out that, a week earlier, the Los Angeles air-quality management board took some chemical off of their list of harmful chemicals. The next day, the amount of hazardous chemicals over Los Angeles dropped by *half*. :)
You gotta make sure that the reporting mechanism isn't changing when you're looking at graphs like this...
