No. I rattled on under the premise that Greg Kopp, who is not the OP, but the person I replied to, was under the misunderstanding that by using blackholes.us, you'd wind up blocking whole ISPs at the whim of the blackholes.us maintainer.
He suggested china.blackholes.us. It's hard to understand why this could be confusing to anyone.
I'm aware that's what the OP suggested, but that was not the context of the message I replied to. I suppose it was confusing to you because you didn't read the bits I was quoting from Greg closely enough, such as this piece
