I wouldn't be of much help, since I haven't even looked seriously at
3.0 yet. I'm stuck at whatever release my email hosts use, and there's
no benefit to my spending serious time with a release before it goes
production.

A good idea. Perhaps the following:
- One page alphabetical, with very brief summaries
- One page by SA release, so people can see which to use with 2.4x,
  2.5x, 2.6x, 3.0
- One page by aggresive measure, so people can see which are safer or
  riskier to use.
- One page by language, so it's easy to identify those that might
  contribute to FPs in specific languages (or more likely, in any
  language other than the targeted language)
Each of the above would then link to a detailed page for each rule or
family.

Go for it. Get it started, and people will join in.
