3 times per day is about once every 8 hours... much better than 22/24
hours.

I've considered implementing something like this with RDJ but have had
neither the time nor the motivation.  Also, keep in mind that RDJ is not
limited to a) SARE rulesets, b) rulesets from www.rulesemporium.com, or
c) only rulesets pre-defined in RDJ.  An implementation would need to
take this into account, as well as consider the newly created single
point of failure.
