Ah!  I wouldn't have guessed this, but this does explain the problem.  The
SpamBayes SMTP proxy is set to run on local port 110, and it gets setup
first.  When SpamBayes tries to setup the POP proxy, the port is already
taken, so it fails (silently, it seems).

If you look at your SpamBayes configuration, I expect you will have "110" in
the fourth box ("SpamBayes Ports" in the "SMTP Proxy Options" section).
Change that to "25" (no quotes) and all should be fixed (you might have to
restart SpamBayes).
