No it is not Exchange
I have rules in Outlook but it is not behaving properly yet I will try
again.

Since there is no to: address I cannot sort on that.  I have tried using the
header parsing for rules as well to no avail.  Now that I know SpamBayes
waits for Outlook rules I will read the link you sent and try again, placing
this rule higher in my list. Since I did not know Spambayes actually gave
Outlook rules priority I probably gave up after it failed once.

I have about 40 rules already.  I get a lot of mail and I sort it to make
life a bit simpler.

Forgot to mention that you can do whitelisting using Outlook rules.
SpamBayes waits a respectful period before processing incoming messages to
allow Outlook time to execute such rules.  Explore the Tools > Rules and
Alerts... menu item.  I think there may be some useful messages from the
last couple of months in the mailing list archives.  There's a FAQ on the
SpamBayes site that discusses whitelisting and blacklisting
(http://spambayes.sourceforge.net/faq.html#why-don-t-you-add-whitelistin
g-blacklisting-to-spambayes).
