there have not been releases since some time and if you have a look at the svn then you can see that there has not been any development at all for some years now: https://sourceforge.net/p/spambayes/code/HEAD/tree/trunk/ (last changes 2011).

I'm not sure if this is anything official, or not, but there are some github repositories where some development is taking place: https://github.com/smontanaro/spambayes (2015) -> at least the username resembles the svn username on sourceforge a bit.
There are some forks, too, that see some code changes and discussion.
(Probably this can be seen as hint for a new release: https://github.com/smontanaro/spambayes/commit/71a53502184bbdaf4ce7308e28b883b8a3353e71 )

I don't know anything about the outlook plugin, that seems to produce issues from time to time. But with the main part of spambayes being python software, it can run under any system that has a python interpreter. Also imap and pop3 are pretty old protocols and as long as they are used for mail transfer and the way mail is encoded, does not change, spambayes will still do its job even without any new releases.

which isn't to say the authors support it. I've seen no official
notice either here or on its web page regarding whether the authors
have abandoned it or not.

Having said that, I'm still using it on Linux, and until something
better comes along (or it gets so old it can't be made to work anymore)
will continue doing so.
