FWIW, I seem to see this in cycles - for a period of time I was receiving
several messages with rather colorful images imbedded. Thankfully - both for
the content of the graphics and their size - the trend seems to have passed.
I get a variety of graphics in messages lately, although they seem to be
smaller - 10K is about the largest mail I've seen recently.

Some of the links are less for the graphic than they are for tracking
messages that have been opened - the hit on the url indicates somebody
looked at the mail. A funny story - a spammer had hijacked a graphic on a
legit website for a get rich spam. The graphic was of coins - but was
quickly replaced with an image reading "This Is Spam" in large red letters.
It seemed to take the spammer several days to notice that the tables had
been turned.

Assuming we ever get laws - I must confess I'm not optimistic - I'd vote for
both - charge a fine for each mail, with some sort of escalator clause that
kicks in as the size of the message increases.
