In my opinion, white listing has its place -- and is
suitable for an awful lot of people.  However, it is
also unsuitable for an awful lot of people (who
unfortunately are likely to be the ones getting the
most spam ;) due to maintenance and scalability
issues which have not been resolved in the five years
or so I've been aware of white lists.
