It's because SpamCop isn't sending them along.
So many people complained about getting mindless auto-responses from
ISPs that Julian decided to just trash them. He is considering a user
option that would allow them to come through, but he hasn't
implemented it.
The ISP can still write to you personally if they first answer a
challenge e-mail that wants to know if they are a real person or a
robot.
