Even us folks in the US haven't been able to use the law to stop spam. So
don't feel too bad that you don't have access to the US court system.

That's the most common way.
I don't think the bulkers themselves make much money, but the folks selling
the spamware and address lists do.

There have already been some court cases that have accused the senders of
some of these "hot stocks" emails with being involved in the Mafia, the
Mob, Organized Crime.
