Hi Dan, No, you're not missing anything. Apple Sync Services simply doesn't send any Exchange-based data when syncing contacts. The upcoming Spanning Sync v3.0.2 will sync Exchange calendars as read-only, but not contacts.
I've asked for a statement from Apple on why this is, but haven't gotten a response yet. Hopefully it's just a bug that we'll get a fix for in 10.6.2.
