Hi, I received a response from Apple about this today. Here it is:
http://lists.apple.com/archives/Syncservices-dev/2009/Sep/msg00018.html This doesn't tell us exactly *why* Apple has chosen not to sync Exchange data out of Address Book, but at least we know that the behavior we're seeing is expected and not a bug.
