No response for RARP request
Something odd is going on there.

The firmware requests the IP address by RARP.  This eventually
succeeds, but why does it take so many tries?
Is spanning-tree blocking the port for a while after it gets link?

Also I think my TFTP service was also down too. I managed to make some progress:
