I *think* the following did the trick:

   1. run  trapper\MHDAC_....\TegisterMassHunterDataAccess

I wasn't the one that installed trapper so I don't know if it had been run
previously.  What I did was reboot the system and run this command.  I was
told by the user that its now working.  Thanks for everyone's help.
