a) Does your path include tpp-bin installation directory e.g
C:\Inetpub\tpp-bin;
http://localhost/tpp-bin/check_env.pl
b) I have following in Apache httpd.conf

Options Indexes MultiViews ExecCGI
AllowOverride None
Order allow,deny
Allow from all
AddHandler cgi-script .cgi .pl
