On that page you have to give it pepXML files that have not been processed
with PeptideProphet yet.
According to the error message. It appears you gave it a file already
containing PeptideProphet results:

running: "C:/Inetpub/tpp-bin/InteractParser "interact.pep.xml"
"interact.ipro.pep.xml" -L"7""
Skipping file interact.ipro.pep.xml, which already contains
peptideprophet results ...
 processed altogether 0 results
ERROR: output file created,
c:/Inetpub/wwwroot/ISB/data/demo3/interact.pep.xml, appears
incomplete. Please check the input files for completeness.
