Please, keep in mind, that the goal of Google Summer of Code is introducing new people to Open Source projects and communities. It is not a way to fund development of tasks for projects.
The complexity of the SPDX project means that you have to find people who are interested in the topic and then learn, in the course of the project, a rather large amount of knowledge: maybe RDF, definitely SBOM (presumably they already know Python/ JavaScript/ programming), and of course all things SPDX. This is not a light task for the candidate — nor for the mentor, I should add, who will be teaching all this. I should also point out, unfortunately, the extensive use of AI for proposal submission —last year we had more than double the usual amount— which makes it extremely hard to judge. If we were to apply to be an organization for GSoC projects, there is a great deal of work to be done beforehand, and there should be mentors who have committed to work throughout the program duration.
