The File Information/File Name/Data Format section references RFC 1738 ("See
http://tools.ietf.org/html/rfc1738";.
It should reference RFC 3986 - the text should be replace dby "See
http://www.ietf.org/rfc/rfc3986.txt";.
RFC3986 is an update to RFC1738 and includes relative file references which we
use in the spec.
