The definitions should be in sync with the tag/value, but those definitions are still in progress for 2.0. BTW - The tag/value definitions will be the "master" for the RDF annotation text. I don't know of any sample document with tag/value. We did send around a simple RDF document to try out the external references to other SPDX documents.
