ArtifactOf is currently used for files to describe a relationship with projects
that do not have an SPDX Document associated with them.
With 2.0, we can now have subprojects. Adding ArtifactOf to a package would
allow us to describe a subpackage relationship to a project which does not have
an SPDX document associated with it.
Note: I believe in one of the original models for 2.0 we associated ArtifactOf
with the SPDX element or SPDX item. This would imply the artifactOf property
would be available to packages as well.
