My understanding is that you create a local license identifier for the 
non-standard license, not for the expression.
So, your LicenseRef-0 would be the fsf-unlimited (with its text), and the file 
license would be "LicenseRef-0 OR GPL-2.0".

Hey folks,

I have a question regarding dual licensing in SPDX

Considering a file license "fsf-unlimited or gpl-2". If i undestand correctly 
that has to be translated as LicenseRef-0 since fsf-unlimited is not a standard 
license.
So far so good.

The question is what to add as extracted text when describing the license. I am 
referring to page 48 in this document
