   There's a report that Gary wrote on accessing the license list
programmatically
that can be found:
https://spdx.org/sites/cpstandard/files/pages/files/accessing_spdx_licenses_v-2.0.pdf

Can you take a look through it and see if addresses what you're looking for
and let us know.

If you see ways of improving the access,  its definitely worth discussing
on this list when
Gary's back from his vacation (should be next week).
