Just FYI - I went through the SPDX pull requests and made the base and milestones consistent for the 2.2 release.
I added a milestone of 2.2 for any PR's that had a branch of development/v2.2 or seemed very likely to be targeted for the release. I changed the base branch to development/v2.2 for all PR's that had a milestone of 2.2. Please add to the PR comments if you disagree with the release label on any of these changes. Note that there are still several PR's with no milestones attached. In one of our upcoming tech calls, we will go through any issues or PR's without a milestone and assign it to 2.2 or 3.0.
