Thanks Gary, related to this I've forked spdx-spec (https://github.com/iamwillbar/spdx-spec) and have started making some changes to make more concrete the items we discussed in the tech call yesterday. I'll start making PRs to the spdx-spec/development/v3.0 branch for people to review and provide feedback.
