Per our previous discussion in the SPDX tech team, I would like to see if anyone has an objection to moving a utility to the SPDX repo that generates the FSF isLibre flag for the license list: fsf-api <https://github.com/spdx/fsf-api> .
The utility generates FSF specific metadata. The utility was written more than a couple years ago by @wking and is no longer maintained. We've tried unsuccessfully to get FSF to pick up ownership of the utility (or something similar). I have a 2 year old issue against the LicenseListPublisher that depends on a fix I submitted as a PR about the same time. Since it has not been merged and I really would like the license list to have accurate data, I moved the repo over and merged the PR to resolve the issue. Please let me know if you have any concerns. If I don't hear anything back by Monday, I'll complete the transfer of the repo over to SPDX.
