Many thanks to Alexios for educating me on the different content models used by SPDX to express a declaredLicense, at the meeting last Friday.
I mistakenly assumed that all serialization approaches used SPDX License identifiers (https://spdx.org/licenses/). I was not aware that RDF uses URL's to identify declaredLicense values. My apologies for asserting that "serialization format doesn't matter" for declaredLicense content, based on a bad assumption. Thanks for the education, Alexios.
